OUR MISSION
The Centro's mission is to promote and lead the
transformation of health management for the integral
development of the sector. To carry out this mission,
the following strategic areas serve as framework
for all its projects:
• Permanent
research, review and analysis of health sector
development in Colombia, to support the formulation
of policies to address major problems of the organization's
management and quality.
• Analysis
of international and local information about management
and quality in health care and other sectors to
generate knowledge to meet specific needs of health
care organizations management.
• Innovation,
development, adaptation and validation of methodologies
for health care organization management, to provide
them with proved, effective tools to solve any
critical problem they may have. Development of
training models to spread utilization of proved
and effective methodologies.
• Provision
of forums and links for communication, reflection,
discussion and exchange of knowledge, relevant
experiences, information and resources, in view
of achieving health care management improvement.
• Evaluation
of the organizations progress in management to
guide their future efforts and development.
• Alliances
with other influential institutions in the sector
to achieve greater rallying power and leadership.
• Professional
and personal growth of the corporation's personnel
and economic stability.
Since its constitution in 1992, the Centro has
been working on developing methodologies for Colombian
health care organizations to enable them to become
well-known and economically successful institutions,
with increased satisfaction of their patients/customers,
employees, stockholders, owners, and society in
general.
The Centro, among others has made in-depth studies,
has adapted, improved and applied the following
methodologies of management and quality successfully
used in health and other sectors world-wide:
• Organizational
diagnosis and/or self-evaluation with identification
of strengths and improvement opportunities and
definition of priority areas of action.
• Strategic
planning: How to direct the organization towards
the future, how to focus its efforts and how to
achieve solidarity and alignment in pursuing common
aims.
• Process
management. How to provide each person in the
organization with the accountability and means
to control their processes and make their results
fore-seeable. How to follow-up and analyze processes
and problems, solve problems, standardize and
improve processes. Development of protocols and
practical guidelines to train the provider and
the user.
• "The
Five S". How to achieve dramatic changes
in the work environment, in benefit of the user
and the employees by developing the senses (Five
senses) of cleanness, order, classification (to
avoid waste and increase productivity), self-care
(bio-safety, occupational health), and self-discipline.
• Development
of a quality assurance system. How to design and
implement work methods to provide support for
the areas concentrated on building quality, as
well as instruments for evaluation and follow-up.
• Handling
of specific areas such as outpatients' calls,
emergencies, admissions, surgery rooms and clinical
laboratories.
• Currently,
the Centro in consortium with the Canadian Council
of Health Accreditation and Qualimed (Mexico)
is running a project on behalf of the Colombian
Health Ministry, funded with IABD resources to
support implementation of the National Quality
Assurance System, thorough a combination of research,
design and implementation of concerning public
policies.
LEADERSHIP
Due to its neutrality and reputable image, the
Centro enjoys a prominent position of leadership
and rallying capacity in Colombia's health care
sector. The number, leadership and reputation
of its members and customers is attractive for
participation in its projects. In response to
its summons, the Centro brings together heads
of universities, health institutions, private
enterprises, organizations working on quality,
associations, consultants, and government agencies
and programs. The speakers at its forums, the
members of the editorial committee and writers
of its Magazine Vìa SALUD, the team of
Award evaluators and jury, its allies on its projects,
are all figures with a high professional record
on a national and international level.

PARTNERSHIP
The Centro maintains permanent liaison with the
Pan-American Health Organization in Colombia,
the Health Ministry and the National Planning
Department, and has two representatives of the
President of the Republic on its Board. It works
and implements projects with prestigious domestic
and international institutions in the area of
quality, such as Corporación Calidad de
Colombia (founded to support competitiveness in
the business sector).
It also maintains relations with international
leaders in the areas of quality and management,
such as the Canadian Council on Health Services
Accreditation, Qualimed of Mexico, Pedro Saturno
of the Murcia University in Spain, Rosa Suñol
of the Avedis Donabedian Foundation in Spain,
the Christiano Ottoni Foundation of Brazil. It
is also a member of the International Health Quality
Association - ISQUA.
BOARD OF DIRECTORS
The Centro is staffed by an experienced inter-disciplinary
team and is structured as follows:
The Centro's Board is comprised of 11 members:
2 delegates of the Presidency of the Republic;
the Executive Director of Corporación Calidad
(organization responsible for guidance on the
subject of quality in Colombia's business sector),
and 8 members elected by the General Members Meeting:
4 from hospitals and 4 from foundations or companies.
Executive Director:
The responsibilities of the Executive Director
of the Centro de Gestión Hospitalaria include
the following: direct the corporation in conformity
with the decisions of the General Assembly, the
Board of Directors, the by-laws and the regulations;
represent the corporation in and out of Court,
personally or through attorneys.
Innovation Director:
This officer is responsible for the technical
and administrative direction of the design, ratification
and standardization of such effective methodologies
as meeting the health institutions' priority needs,
in order to comply with the Centro's plans and
goals.
Intervention Director:
His responsibility is to reach as many
health organizations as possible by means of successful
interventions with integral quality management
methodologies.
Special Projects Director:
This officer is responsible for the Colombia
Health Quality Award and for the Annual Forum.
Information Director:
The mission of this area is to provide and disseminate
information and material on management and quality,
by means of the identification, acquisition, classification
and maintenance of information and material.
Administrative and Financial
Director: This area ensures the Centro's
availability of the resources required on a day-to-day
as well as long-term basis. Its responsibilities
include administration of personnel, of physical
and financial resources, and of the information
system.

Additionally, the Centro has the following scientific

Advisory Technical Council:
The Council, elected by the Board, provides support
in the review of the methodologies used. Its members
take part on the Award Jury, the Technical Committee
of the Forum, and on the Editorial Committee of
the Via Salud Magazine.
Via Salud Magazine Editorial
Committee: This committee is responsible
for the technical contents of the magazine, determines
the subjects, and guides, reviews and approves
the articles to be published.
Forum Consulting Committee:
This Committee varies from time to time, depending
on the subject matter of the Forum.
Jury of the Colombian
Quality in Health Award: Some of its members
vary, others are permanent.
Development of management
methodologies: Under a special cooperation
agreement signed in 1991 between the National
Planning Department, the National Science and
Technology Institute - COLCIENCIAS, and Centro
de Gestión Hospitalaria, funded by U.S.A.I.D.,
with a 4-year duration, and under a similar 1996
agreement with the National Planning Department,
the Centro de Gestión Hospitalaria has
explored, identified, adapted, validated, and
documented the ways, means, approaches, and methodologies
available throughout the world in health institutions
and in other sectors to transform management and
improve quality in Colombia's health care institutions.
Persuaded by the fact that the theories and methods
of quality management, which have been proved
successful in business, could and should be applied
with equal success in the health sector, the Centro
de Gestión Hospitalaria identified the
methodologies with the greatest success record
in achieving quality and worked very closely with
the international consultants and university teachers
who had developed them, and it has adapted them
to the health sector. The methodologies have been
enriched with the specific knowledge of quality
and management in the area of health, and their
usefulness is being continually ratified by the
achievements of the institutions applying them
in Colombia.
Training and Consultancy
in Integral Quality Management: With these
methodologies, the Centro has assisted over 90,
both public and private, Colombian health institutions:
hospitals with different levels of complexity,
health-care providers, and health-related NGO's.
The results of these projects show major achievements
for the survival of the institutions involved,
improvements in quality and efficiency, increased
productivity, and dramatic changes in the working
atmosphere and physical aspect of the facilities
Evaluation of Health
Institutions by means of Quality and Management
Awards: The Centro de Gestión Hospitalaria
has also been working on the analysis and adaptation
of the best methodologies for management evaluation
in health and associated sectors. It has made
an in-depth study of the methodologies used for
internationally recognized quality awards. It
has analyzed evaluation methodologies used by
international leaders in health services accreditation
and, with the help of experts, concentrated on
priority aspects, and specific subjects and requirements
in health care. As a result of this study, the
Centro de Gestión Hospitalaria has adopted
a methodology for making an integral evaluation
of the management of health institutions by way
of diagnosing its strengths and opportunities
for improvement and guiding its future development.
This evaluation methodology also allows to identify,
evaluate and document optimum management practices,
and to grant awards to promote excellence in management
and quality of service.
As of 1997, the Centro de Gestión Hospitalaria
initiated the Colombian Health Quality Award,
an integral prize to promote excellence in the
management of health organizations and quality
in the health care they provide, and to offer
help in achieving this. The award is granted to
both public and private institutions directly
responsible for the quality of the prevention,
promotion, diagnosis, treatment and rehabilitation
services received by the users. At present the
Centro has available the criteria, a team of 40
evaluators, and the methodology and material to
train evaluators, to carry out the evaluation,
to instruct the institutions about participating
in the contest, and to provide them with the relevant
feedback once the evaluation has been completed.
Dissemination of Information
and Experiences on Quality Management:
Centro de Gestión Hospitalaria has developed
three means of disseminating the knowledge and
experiences:
•
The Vía Salud magazine is a quarterly publication
directed to health care managers and practitioners.
It has the purpose of reinforcing communication
and mediation channels among the system's actors
(managers, providers, payers and users), to promote
systematization of experiences, and to generate
a national debate on the subjects of health management
and quality.
• The Annual Forum is a venue
for the review and assessment of priority topics
for the modernization and quality improvement
of health care institutions. Each year it brings
together nearly 600 top executives of Colombia's
health sector as well as some of other Latin American
countries.
• The Information Center offers
selected up-to-date material for consultation
and self-training on the subjects of quality and
management in health care, books, articles, videos
and reference data bases. It had served some 1700
users annually.
